Not really. Indeed, most large organisations in Sweden are built after
that principle (a "förbund" with many "föreningar"), but not all are
and not all that are use that terminology (in example, Ung Vänster and
Syndikalistiska Ungdomsförbundet use "förbund"+"klubb" and
"federation"+"klubb", respectively). There are however literally
thousands small "föreningar" that are without "förbund" though.
