No it doesn't.

Suppose you download a GPL'd, or Apache'd, text editor you like. You
want to like it even more, so you make some changes to it. Are you now
forced to share your edited codebase on demand?

Of course not. It is only if you re-distribute the edited software
that you have to provide access to the source code along with the
software you distribute.

Telecomix does not re-distribute their edited version of EtherPad and
are thus not required to provide the source upon demand.
